"Last night, Culture Secretary Oliver Dowden asked officials to draw up a list of “very robust options” for the government to consider to take action against the six English clubs if they go ahead with the breakaway effort, a department of culture, media and sport official told Playbook. One of those options is the so-called German model, which has a 50+1 percent fan ownership rule requiring supporters to have majority voting rights at each club. Commercial investors cannot own more than 49 percent of a club. The aim of this rule was to prevent private investors taking over teams and forcing through decisions against fans’ wishes. It is the key reason no German team has signed up to the super league. The DCMS official says: “It’s not gone unnoticed that German clubs are not in this and they have fan representation. We’ll look at all options.”
